Would anyone know what this is commemorating?

I have tried Southend Airport, but no joy!

From the British aircraft register G-ACTX is a deregistered AVRO 638 CLUB
CADET
( no other info given) this is a 1930s vintage aircraft. I would be
guessing the plaque was commemorating the retirement of the aircraft from
service.
