And the fact that most cargo goes on unchecked is unfortunate too. But the country will never be secure and so they will do those things that are most visible to the masses. The upper ranks of the military are at least as rife with politics as the upper ranks of most large corporations--in other words, actual talent and qualification is often not considered criteria for promotion.
