year have to be done by an IA?

I didn't say that. An annual and a 100 hour have the same scope of work.
The annual must be signed off by an IA.

Everyplane needs an annual once a year.
Aircraft used for carrying passengers for hire, or flight instruction for
hire when
the instructor provides the aircraft require an ANNUAL or 100 hour every 100
hours.

What I said is we did annuals every 100 hour. An IA signed off the
inspections.
