Another facet is discipline. Without it, the teachers are doomed. Our example: Iowa has it -- Wisconsin did not. It took half a dozen trips to the principal's office before my then-2nd grade son truly understood that when they said "Stay off the grass!" they REALLY meant "Stay off the grass!" In Wisconsin, the rules were simply not enforced.
