If he wants to be PIC in the the 707 he may need an ATP. You'd have to
check the aircraft type certificates. Some require the PIC to be an
ATP.


None that I know of. I have personally trained a few Commercial Pilots
for B-707 type ratings. They had G.I. Bill money to burn and didn't
have enough hours to qualify for an ATP.
