The road is supposed to be single lane. And the two cars sitting in
the middle of the road stopped are supposed to be State police. That
is the standard of road buzzing here in the USA.

And the picture must include the scared cop's face.

I have not ever done that, but that is the goal of such odd behavior.
To stunt.

And stunting require the ever present power lines to be dodged.
A stupid and dangerous stunt.
