I've seen, no, heard people blasting out early, but never in.

Me, neither.

We watched some poor guy get turned away entering DOWNWIND for Rwy 27, when
the clock ticked over to 8 PM. The guy was practically *begging* to be
allowed to land, but no dice. (I personally thought this was a ridiculous
abuse of power, and would have had some pretty severe words with the control
tower supervisor, had it been me.)

We were all rooting for him to declare "bingo fuel"...
