I've seen, no, heard people blasting out early, but never in.
Me, neither. We watched some poor guy get turned away entering DOWNWIND for Rwy 27, when the clock ticked over to 8 PM. The guy was practically *begging* to be allowed to land, but no dice. (I personally thought this was a ridiculous abuse of power, and would have had some pretty severe words with the control tower supervisor, had it been me.)
