This is probably down to a faulty CD or a scratched one.
Clean the CD and you may see a small yet noticable scratch or defect on the CD. If the CD is just heavily worn then you may get errors with different files, or it will hang as well at times. This cab file maybe quite large therefore you may find the error gets hits on Google as it may cover quite a large surface area on the disk. Therefore it's not suprising that other people get the exact same problem as you. If this file is on a harddisk (which I doubt) then I dunno. :?
