have to have that property to be permitted.

"Spins, and other stuff with this property are permitted" means spins
=have= that property (and are permitted), and any =other= stuff with
that property is also permitted.

Either means money for the lawyers. I would write:
"Spins are permitted. Other stuff with this property are permitted."
But no lawyer will make money on that.
