"The primary safety message drawn from the accident was the urgent need to improve communication between aircraft and Tower. Such communications lagged far behind the fail-safe principle applied to other aspects of aviation. Radio communication, as it existed at Los Rodeos Airport on the day of the accident, was not fail-safe. Operational measures recommended for immediate adoption as a short term improvement included: * The use of concise and unambiguous terminology. * Avoiding the expression "takeoff' in airways clearances. * Allowing a distinct time interval between the transmission of an airways clearance and a takeoff clearance.
