Default Limited Handicapping Authorized for 2012 USA Standard Class Nationals

I'm just waiting for the participation issue to get so bad that they
expand the allowable handicap range to about...1.543 Then I can
design a new wing for the Cherokee. 13.5 m with 15 meter tips sounds
good, right? In all seriousness I like this idea. If I had even a 1.0-
ish handicap ship I'd probably go to the contest based on this.
Hopefully it helps participation.

The interesting new place for the cherokee is in the 13.5 handicapped
class. Which hopefully will evolve into a handicapped class for all
gliders, i.e. including KA6, L33, ASK21, etc. There will be a 13.5
super regional in texas this summer Tony....
