I can't issue an 8130-3 myself. Can't help you much there except to note that an 8130-3 form is not required on items manufactured and installed in the U.S.; it's mainly an export item. If I read the FAQ correctly (http://www.faa.gov/certification/aircraft/8130-3FAQ.htm) TSO'd items also aren't subject to these forms. If I were to buy it, I would expect copies of the original papers, including the warranty, and a statement from the technician who removed it to the effect that it was operable at that time.
