This rule requires the cell provider to be able to determine you position within a relatively low accuracy if you make a 911 call. E-OTD is sure to be more reliabile for this. I relaize this is a very old thread, but I haven't been able to get RAP for several months on my news server and it finally recognized it's still out there. There was a recent news blurb (Early December) that they figure it may be as long as 10 years before the so called locator service is in wide spread use with the high accuracy originally claimed..
