since she is tied down at the tail , along with wheel chocks
using cloth to show ripples in the airflow

judging by the other Curits planes in the background
appears she is still at the factory..


got a photo of another curtiss plane tied down the
same way, undergoing an engine runup.
however does not have the taped down material.

On the attached pic, this is precisely that area...
Looks like there is some tape at top and bottom, too.



don,t know,
why tape the root area of the horizontal stabilizers
top & bottom ?
