If the commander flies in the center and the rightmost plane must peel
off first, how is the command to do so given?

Pardon me, I've never flown a fighter, much less in tight formation.
Following Fred down is easy enough but how does the commander deliver
this message (hand signal, wing waggle?) and how does Fred know what
and when he is supposed to do?

If he hasn't packed his semaphore flags he probably had to use that new
fangled RT system, push the little red talk/transmit button, and say
something to the effect of; "7 peel right, and lead, on 3, 2, 1". 7
being Fred's number in the formation and current position on the right.
Probably not the exact words used, but mostly done by the numbers. It
probably depends on whatever convention the RAF was using back then.
Others here might know exactly what would be said.
