Well, I guess they could cease and desist their unlawful practices in restraint of competition and that would preclude a lawsuit. You seem to think lawsuits are evil, but sometimes they are necessary to right wrongs. I agree with you if you believe that settlement is better. But if one city is allowed to usurp federal jurisdiction over public airports, the rest of them tend to follow.
