"The aircraft will profile atmospheric conditions at altitudes ranging

regulations that prohibit unmanned aircraft from flying in public airspace,
the flight paths will be limited to military airspace, which is exempted from
FAA rules."

I'm assuming they're talking about Edwards restricted airspace. Don't see
how that'll result in much dodging unless you fly for NASA or the USAF.

Or it could be a MOA.

Haven't there been UAV launches for decades? I mean weather balloons
every few hours from many locations worldwide.
