Is there a program for fighter aircraft to comply with the upcoming DRVSM
regulations or have they been compliant all along?

The only USAF aircraft RVSM compliant are the KC-135 Tanker fleet, the C-17
fleet, most of the C-5 fleet and the KC-10 fleet. I also believe a few C-141's
were made compliant as well. I don't believe fighters will ever be made
compliant as they always perform their ocean crossings in formation with a
tanker that is compliant. There's a big push right now to get the bombers made
compliant, but it is expensive.
