Civilian sub-orbital is pretty close and the FAA is (or has) allowed certification of X-Prize entrants so that occupants don't have to be trained to near astronaut-level proficiency. I read a link recently (Transterrestrialmusings?) talking about this and that it would help clear the way for sub-orbital commercial flights between, say, LA and Tokyo.
