Because the New York City area has few uncontrolled fields and many ATC
frequencies.



We have a GCO at I19 airport which is right next to DAY class C and
Wright-Patterson Class D.


What's your point?



If New York airports don't need GCO because they are close to ATC, then I
don't see why I19 has a GCO.

You don't see why things are done differently in different situations?

A GCO isn't needed at a controlled field or a field where contact can be
made with the facility providing ATC services.
