Not to a Nexus 7, but to other Android devices and it works as expected. You can use either Bluetooth or a IOIO board for that.

I'd suggest taking a look at IOIO, plus the UART extension designed by SoarTronic. (http://www.soartronic.com) There's a little DIY involved, but these solutions are well tested with various android devices.

The standard firmware should be used. However it will require some soldering, mounting in a box etc. The soartronic shield probably reduces the soldering work considerably
