we are invoking the Reserve Day Q - Do the rules for a WORLD CONTEST allow for a "Reserve Day" ?

You are correct, but this must be stated in the Local Procedures which was not done in this case, for that reason the Reserve Day had to be added to the Local procedures during the contest when it became obvious that the Championship may not be valid with enough days.
