Why wouldn't it? Don't know why the new night prohibition, but I see on airnav.com that the rwy 28 REIL is out of service indefinitely, and also according to airnav.com, there is no REIL on rwy 10, although the approach chart says there is one. That link doesn't get all the way to the approach chart.
Any night "NA" applies to all operations. It generally is because of significant obstacle penetrations of the visual segment, a fairly recent change to TERPS.
