Default Clarification on scoring rules needed

I am currently working on scoring program for online contest. I am
implementing the SSA rules according to the
http://sailplane-racing.org/Rules/Ru...5SportNat.html.

Can anyone clarify the rule 11.5.7 about the Short Task Factor?

STF = (TOC of Finisher with BESTSPD) / SMTT

whe
TOC - Actual Time on Course
BESTSPD - Best HCPSPD achieved by any Finisher
SMTT - Standard Minimum Task Time

My question is:
If there are more than one finishers with the same BESTSPD but with
different TOC (due to handicap), which TOC is supposed to be used to
calculate the STF?

I recall somewhere in the rules maybe regarding TATs that if 2 pilot
have the same speed the one with the longer distance is the winner.
That makes sense to me that someone that flys the high speed over more
distance does better.
